Why does Steam list AION 2 as free? Because the base game is free to play — from October 5 you can download and play it at no cost. The Founder's Pack is sold as a separate DLC for that free game, which is why you see a price on the Pack page and “Free” on the AION 2 page. The pack is not the game: it buys the five-day head start plus the bundled items.
Check before you purchase
